Staff chat and global chat
A channel only staff read, across every server; and a bypass that lets staff read the chats other plugins keep isolated.
Two modules about who reads what. Staff chat is a channel of its own: what a staff member says there reaches every staff member on the network and nobody else. Global chat is the opposite: it lets a staff member read every chat on the server, past the isolation of matches, arenas and events, and, one step further, every server's chat.
Staff chat

There is no prefix character: the toggle and the command are the two ways in. The writable book in
the hotbar toggles it. The toggle is stored in staff_prefs, so it survives a relog and follows the
player across servers; leaving staff mode turns it off, and so does losing the permission.
Every line goes through the staffchat channel and comes back, the local ones too, so one server
with no Redis works the same as ten with it. Received lines are delivered to every online player with
exyliastaff.staffchat and, when console is on, printed to the console.

Global chat
Module id globalchat, switch modules.global-chat, files under modules/globalchat/.
/globalchat, or /chatbypass, with exyliastaff.globalchat, cycles through three modes. The bell
in the hotbar does the same.

The bypass is the library's: an event whose players talk only to each other, an arena whose chat
never leaves it, a frozen player's isolated chat, are all read. Only reading crosses servers. The mode
is stored in staff_prefs, re-applied on join, and is not turned off by leaving staff mode;
losing the permission resets it to off.
Every public line on this server is published on the globalchat channel when relay is on; lines
another plugin cancelled, staff chat and mutes among them, are never relayed. Turning relay off makes
this server silent to the network while its own staff still read the others.
